Damian Szacawa on Security and Resilience in the Baltic Region

On 30 September 2026, the workshop “Network for Security and Resilience in the Border and Baltic Region” was held at Technopark Pomerania in Szczecin, bringing together representatives of academia, public administration, the military and civil society. The Institute of Central Europe was represented by Dr Damian Szacawa.

During a panel devoted to hybrid threats and strengthening resilience, Dr Szacawa discussed Poland’s new northward foreign policy orientation and its significance for Western Pomerania. He emphasised that the region was no longer a periphery but had become an important hub linking Poland’s energy and logistics infrastructure with the Nordic region. The development of these connections enhances energy security while simultaneously expanding the scope of infrastructure requiring protection. The discussions highlighted the need for transnational cooperation and coordinated action in the German-Polish border region.

The event was organised by Dr Ewa Dąbrowska and Städtepartner Stettin e.V., together with Jörg Hackmann and the International Centre for Interdisciplinary Studies in Kulice at the University of Szczecin, as part of the Oder Partnership programme. The workshop was accompanied by a public panel discussion entitled “The Baltic Sea Under Pressure: How Can We Build the Region’s Resilience?”.
